What it means
The issuer wants the card retained. It's flagged (often lost, stolen, or compromised) and shouldn't be honored.
Why it happens
A serious issuer flag: the card is compromised or the account has a hold requiring the card be pulled.
Can you retry it?
Do not retry. Like lost/stolen, the card is unusable; the customer must pay with a different, valid card.
