Stripe couldn't reach the issuing bank to authorize the charge, so it couldn't be approved.

Why it happens

The issuer's authorization system was temporarily unreachable. An outage or network problem, not a card decision.

Can you retry it?

Purely temporary. Retry once the issuer is back online; a short backoff is all that's needed. No customer action required.
